April 2, 2025 - 2026 Proposed Budget Public Hearing

PLEASE TAKE NOTICE, that the Board of Trustees of the VILLAGE OF BREWSTER will hold a Public Hearing on WEDNESDAY APRIL 2, 2025, 7:30 P.M. at Village Hall, 50 Main Street, Brewster, NY, 10509. The purpose of this Public Hearing is to take and hear comments on the 2025-2026 Proposed Budget as proposed by the Board of Trustees.  A copy of the proposed budget will be available for review by the public, at the office of the Village Clerk and online at www.brewstervillage-ny.gov, five (5) days prior to the public hearing.  All persons wishing to be heard on the question of the adoption of the proposed budget will be provided an opportunity, as time permits. The proposed budget will be available under the Community Menu, under the Taxes and Finances Tab, and under Fiscal Year Budgets.

March 26, 2025 Tentative Budget Work Session

PLEASE TAKE NOTICE, that the Board of Trustees of the Village of Brewster will hold a Work Session on Wednesday, March 26, 2025, beginning at 7:00 P.M. at Village Hall - 50 Main Street, Brewster, NY.  The work session is to evaluate and rework the 2026 Tentative Budget and no public comment will be taken during this time. The 2026 Tentative Budget is available on the village website under the Community Menu Item and the Taxes and Financial Tab that reads Fiscal Year Budgets.

Brewster Division NYSEG Customer Service Pop Up Events

New York State Electric & Gas (NYSEG) is working with New York State Assemblyman Matt Slater and New York State Senator Peter Harckham to host a Community Connection Event on March 12th & 13th. The Company will offer an afternoon and evening session at which customers will have the opportunity to connect directly with customer service representatives in person. We thank the Town of Carmel and Yorktown for offering their space to host these events.

Customer service representatives will be available to answer billing questions and help customers understand their usage during the winter heating months and provide resources and services that can help customers manage their monthly energy use.

Refuse Rate Increase for 2025

Attention all Residential Refuse users in the Village of Brewster:

On October 20, 2021, at the Village of Brewster Board of Trustees Meeting, the Board approved the Residential Refuse, Bulk, and Recyclable Materials Bid that was provided by Suburban Carting. This new contract period begins on January 1, 2022, and ends on December 31, 2025, with the option to extend for an additional year.

Beginning January 1, 2025, the Village will be increasing the price for the annual and monthly refuse bills to meet the current prices for overhead costs and processing fees that come with the billing. The new rates will be as follows:

Refuse bill paid yearly in March:                             $500 per unit

Refuse bill paid using the monthly option:          $47.35 per unit, per month

Please note that the Village of Brewster requests bids from multiple carting companies and selects the bid that is the most cost-effective choice for the Village residents. When this contract expires at the end of 2025; the Village of Brewster will decide if they would like to continue with Suburban Carting for an additional year or send out a bid for the carting contract and follow the same procedure. The refuse fee pays for the overhead costs and the contractual expenses to continue the service that all residents must use.

PUBLIC NOTICE PUBLIC HEARING UNDER THE EMINENT DOMAIN PROCEDURE LAW IN REGARD TO THE URBAN RENEWAL PLAN FOR THE BREWSTER URBAN RENEWAL AREA

NOTICE IS HEREBY GIVEN, that the Board of Trustees of the Village of Brewster, pursuant to Article 2 of the Eminent Domain Procedure Law of the State of New York, shall hold a Public Hearing on the 29TH DAY OF JANUARY, 2025 AT 7:30 P.M. OR AS SOON THEREAFTER THAT EVENING AS POSSIBLE AT VILLAGE HALL, 50 MAIN STREET, BREWSTER, NEW YORK on the Urban Renewal Plan for the Village of Brewster Urban Renewal Area, as duly adopted by the Village of Brewster Board of Trustees on or about May 18, 2016.

The purpose of the hearing will be to discuss and consider the acquisition by eminent domain of fee simple property interests in certain real property parcels, lots and/or tracts of land located within the Village of Brewster in accordance with, and in furtherance of the public purposes of the referenced Urban Renewal Plan. Such discussion and consideration of the acquisition by eminent domain of said property interests shall include and not be limited to those real property parcels, lots and/or tracts of land which have been specifically identified in the referenced Urban Renewal Plan, as well as certain other parcels, lots and/or tracts of land not identified in the referenced Urban Renewal Plan for which the acquisition of such fee simple therein would also be in accordance with, and in furtherance of the public purposes of the referenced Urban Renewal Plan.

Brewster Cares Winter Center 2025

Brewster Cares provides daily warming centers and overnight accommodations for those in need during the winter season. Residents can visit the warming center, located at 577 North Main Street, Room 202, from 6:30 a.m. to 2:30 p.m. daily.

For those seeking overnight accommodations, applicants (upon screening) will be provided a hot meal and can stay for the night from 8:30 p.m. to 6:00 a.m. at St. Lawrence O’Toole, located at 31 Prospect Street. Transportation from St. Lawrence O’Toole to Brewster Cares’ warming centers is also provided.

WINTER STREET PARKING AND SIDEWALK MAINTENANCE LAWS

Please be advised that the parking of vehicles is prohibited on all streets and highways within the Village of Brewster during the winter months as follows:

Winter Village Resident Parking Permits are available in the Village office for Tri-State Parking Lot.

SIDEWALK MAINTENANCE

SNOW & ICE REMOVAL

Sidewalk Repair and Maintenance (§ 218-8 — § 218-11) excerpt from Village Code: 

§ 218-8 Responsibility of owners and occupants.

A.  The owners and occupants of properties adjoining sidewalks commonly used by the public in the Village of Brewster shall keep such sidewalks in repair and free and completely clear of snow, ice, dirt, and other obstructions. With respect to the clearing of snow and ice removal, such must be removed within 24 hours after the period in which such snow or ice has accumulated.   All other repairs and maintenance shall be performed within a reasonable time period.

§ 218-10 Enforcement.

This article shall be enforceable by the Village of Brewster Highway Superintendent and Code Enforcement Officer, and/or Village Police, who are hereby authorized to issue and serve an appearance ticket with respect to violation(s) of this article.

In addition to a violation and potential penalty, the Village will clear the sidewalk and charge the property owner for the cost of the snow/ice removal.  Unpaid balances will be relevied on your taxes.

DO NOT THROW SNOW IN THE STREET!

A Statement from Mayor James Schoenig on the passing of Joe Cotter, President of National Resources:

We are all incredibly devastated by the unexpected passing of the creative mind behind iPark Brewster, Joe Cotter. He saw the untapped potential in the Village of Brewster and believed that the Village would be a leader in 21st-century trans-orientated development. He truly captured the Village Board’s vision of the Urban Renewal Project, and we hope to continue his legacy in a way that would make him proud. On behalf of all Village residents, I share my sincerest condolences to his family and friends, especially his partner, Lynne Ward, and all the employees of National Resources. His impact on this Village and our lives will be remembered and appreciated for years to come.

Rest in Peace Robert Linkenhoker

It is with deep regret that the Brewster Fire Department announces the death of active Firefighter Robert "Link" Linkenhoker, which occurred on Wednesday, October 16th, 2024, at the age of 53.
Robert or "Link," as we all knew him by, joined the Brewster Fire Department in November of 1998. He quickly fell in love with the Rescue Company and tirelessly worked to ensure he was always prepared and highly trained in vehicle extrication. He was seen by many as the Company Officer’s "right-hand man" because they knew he could be relied upon to run the rescue company and their operations efficiently. In 2019, Link became one of the Department's Board of Directors, where he served until the end of 2021. While always looking for a way to help the financial aspect of the fire department, he was instrumental in the design and sales of our very own BFD Challenge Coin.
Link was a proud employee of the Village of Brewster. Family, friends, community members and Fire Department Responders would see his infectious smile and his famous wave as we passed him several times throughout any given day.
Link's laughter and well-timed sense of humor has created everlasting memories for all of those who knew him and those memories will continue to provide the warmth and joy he so casually instilled in us with his presence.
Please keep all of his family and friends in your thoughts and prayers during this difficult time.
